Procedure for Setting Up Telephonic OPIs

Pre-OPI Testing Procedures

  • Check MASL listing for OPI requirement.
  • If OPI is required, ensure candidate is ECL-qualified.
  • Schedule an OPI with DLIELC via FAX, IDSS, telephone, OR message at least one week prior to requested date. Provide the following information: date, time, rank, name (Last, First, MI), military ID number or WCN, ECL score, and the follow-on-training MASL related to the OPI (also phone number for DLIELC to call country if candidate is being programmed for Aviation Leadership Program).
  • DLIELC will confirm time and date.

Test Administration Duties of SAO/TCO

  • Positively identify candidate (photo ID) prior to OPI session.
  • Establish a suitable private room as test site.
    • Free of extraneous noise/distractions.
    • Comfortable chair, table/desk with only the telephone for interviewee.
  • Remain in test room during OPI session to preclude test compromise (off to the side in order not to distract interviewee or be drawn into the interview).

OPI Testing Procedures

  • ECL-qualified candidate arrives before the scheduled time.
  • TCO calls DLIELC at 210-671-6885 (DSN 473-6885).
  • DLIELC interviewers verify clarity of connection, candidate information, assign a DLIELC-designated Code Number, and make any corrections necessary.
  • If there is a bad connection, the interviewers will ask for a re-call.
  • Ratings will be given to the TCO upon completion of the interview unless more consultation between interviewers is needed. If necessary the TCO will call back later for the rating.

Additional OPI Information

  • DLIELC will send a message including Code Number, name, rank, date, rating, and military ID number or WCN to the country, MILDEP (and CONUS location, as appropriate).
  • The OPI will be canceled if the call to DLIELC is more than 20 minutes late or a phone disconnection of the interview lasts for more than 20 minutes. The OPI requires 45 to 60 minutes per candidate.
  • The TCO maintains an OPI Log, noting the candidate's name, rank, date of OPI, rating and DLIELC-designated Code Number.
  • The OPI is valid for six months.
  • Candidates may be reinterviewed after 90 calendar days.
  • Upon arrival at DLIELC, IMS with an OPI requirement will be given an OPI if they have not already tested or passed the OPI.
  • IMS programmed for OPI-required aviation training and not meeting OPI requirements must be programmed for MASL 177026 Oral Proficiency Skills for Aviation Training (OPSAV).
